As just one example, the insistence of the old civil-rights leaders to brand America as unjust and therefore in need of their aged advocacy for all the "victims" is badly hurting the country. At the risk of generalizing, many young blacks do not see education as the most certain path to increased economic wealth. This appears to be true for several (though not all) other "minority" groups in the USA.&lt;/p&gt;&lt;p&gt;As for the "mediocre public education system", to paraphrase a saying by Joseph de Maistre, "Every nation gets the education system it deserves." Throwing more money at an education system that is not value by its attendee's, parent's, and community will just prolong the problem you bring up. There are many (including Democrat's) who believe that the current US welfare system (in all its dimensions) is simply the price of social peace, and that the "system" in fact makes not intention to raise people out of poverty or dependence.&lt;/p&gt;&lt;p&gt;Finally, I do not buy your argument that those who wish to escape poverty cannot. The military is a career open to all, and unless one is physically or mentally handicapped it is a viable path out of the dysfunction of the ghetto. Most poor immigrant communities in the US have not grown out of poverty in the first generation...there was sacrifice and commitment over generations. There has been in my history.&lt;/p&gt;&lt;p&gt;The real story has to do with the morality of "payments for civil peace" which have led to dependence and a lack of ambition to rise out of poverty. If you consider the position that Blacks have had throughout American history, how can you expect anything else? Even after the abolition of slavery, Blacks typically had very few means to earn money, only had access to the most menial and physical jobs with extremely low pay. Their neighborhoods and schools were segregated and below the quality of what could be found in White areas. This was not happening 200 years ago, that was 50 years ago. With such a marked disadvantage in terms of financial means, education, neighborhoods, is it that surprising that a large portion of the Black American population is in chaos? I am a European Black and my parents themselves grew up in Africa. They received strong education throughout their lives. They were relatively privileged, but not rare cases. They had something to start with. But American Blacks came from slavery, so literally from nothing and have had very limited opportunities throughout the years to build themselves up. How could they when you think about the jobs they were offered, the pay they were given, the dilapidated schools and neighborhoods in which they were placed? All of this without mentioning the contempt and rejection they constantly felt, and to some extent still feel, from White society. The USA is not perfect but is always striving to the right goals as a country. One thing that makes us exceptional is having the political infrastructure in place to be able to do so.&lt;br&gt;2. The USA has been the preeminent place in the world where one can achieve virtually any goal given the abilities, drive, and persistence. It is not at all clear that this wonderful attribute does or will remain true with the rapid growth of government. Political pressures on governments are universally in the direction of equal-outcomes as opposed to equal-opportunities. Alomst 3 decades ago I had overseas postiongs in Spain and then a Carribbean country. In Spain at that time, unemployment was 25%....just the same as now. When I moved to the Carribbean, I thought that since dropping a seed out of your pocket would soon result in food, that it must be a wealthy place. In learning just the opposite, I came to realize that it is no coincidence that most of the poorest counties in the world are near to the equator. I realized that if you transported any of those populations to the latitude of say, Finland, that all would soon change or die.&lt;br&gt;The lesson to me is that people do what they have to do. People along the equator do not need to generate the wealth to buy shelter, food, and clothing that the far latitudes do. By the same token, the more that the government does to "help" people, the less inclined are those people to be fully contributing members of society.
